Thatís a tough one.  I donít know of an AE parts governor laying around.  You might get lucky searching the web for a spring close to the same dimensions.  It was certainly a novel governor for its day but I donít consider it practical if your intent is to fly it.  Getting both paddles synchronized would seem problematic given separate springs and a large displacement range.  Wouldnít take much friction difference to throw balance off even if you had the spring stiffnesses matched.
